Private investigators took the chance to air views on regulation at a joint Association of British Investigators and Institute of Professional Investigators conference in Cardiff in October. Mike Welphy of JSIC outlined the Private Security Industry Act 2001?s impact on private investigation. He said: ?Licensing the industry is part of the long term process to include sections of police work capable of being contracted out to the private sector, following the Police Reform Act. As an example, smaller fraud cases for which little if any facility exists in the public sector could be investigated by regulated competent private investigators.? Graham Titcombe, who heads the PSIA implementation team at the Home Office, took questions. Questioners included two from Scotland: John Grant, who objected to jounralistic investigators not being under the PSIA; and Jane Smith, who queried the effectiveness of enforcement. Graham Titcombe replied that the criminal offences under the PSIA would be a deterrent; and there will be an inspection regime (which needs to be fleshed out) and public register of licence holders – hence unlicensed operatives will be reported. Earlier, Paolo Sfrisco and David Sanmartin explained the Italian and Spanish rules respectively for PIs.Tony Imossi, ABI President, who chairs JSIC?s Investigators? Sector of the Way Forward Group, told Professional Security that 100 delegates attended, also from the World Association of Professional Investigators, Ex-Police In Commerce, United Kingdom Private Investigators? Network, besides non-aligned PIs.
