Sexual offences can occur anywhere. Sexual offenders in my view and that of many others are seen as candidates for electric monitoring by tagging. In this publication many issues are discussed including employer liability. The author, Terry Thomas, is a leading authority on the subject and lectures at Leeds Metropolitan University. Chapter one gives an overview, and how risk assessments may reduce risks posed by sexual offenders. Next he gives the views of the public, press, politicians and experts. Also examined is pre-employment screening for those working with children. The author argues that sexual harassment is overwhelmingly a problem experienced by woman and refers to the use of the Sexual Discrimination Act to make an employer liable, whether or not they know about the harassment. He refers to a TUC survey where nurses in the NHS were found to be most vulnerable sector in the workplace for sexual harassment, attack or threatened attack. Custody and other forms of supervision are discussed. As for Sexual Offenders Registration, Terry Thomas considers how the police should use the information on this register, and whether this might include public disclosure. The increasing use of DNA samples is discussed. Finally he looks at what protective measures may provide safer communities. It’s interesting, well-researched, and easy to read.
