Skirt Filming Case

A man who recorded footage up women‚Äôs skirts at London Liverpool Street rail station, and various other locations in London, has been sentenced to six months in prison following a British Transport Police (BTP) investigation….

Alan Rose (50) of Avondale Avenue, Finchley, London, was sentenced at Westminster Magistrates’ Court on Friday, 11 November after pleading guilty to 23 counts of outraging public decency at an earlier hearing.

A Sexual Offences Prevention Order (SOPO) has also banned Rose from carrying any type of photographic equipment in a public place for five years.

Rose was arrested on 14 June 2011 at Liverpool Street rail station after a security guard noticed him behaving suspiciously and called police.

After his arrest, the bag he was carrying was seized and investigators discovered a complex set-up inside containing a video camcorder, tapes and a monitor screen.

Rose was released on bail pending further investigation and, upon returning on 18 July, was further arrested on suspicion of outraging public decency.

BTP PC Nick Loader, the investigating officer, said: “Rose would follow women around the stations recording inappropriate images of them whilst they were completely unaware of his actions.

CCTV footage captured his behaviour but in interview Rose continued to offer ‘no comment’ answers to the allegations put to him.

PC Loader added: "Although this type of offence is not common, it is completely unacceptable and I welcome the sentence handed down to Rose.”

“Women using the rail network should be able to travel freely, to feel safe and to wear what they want without needing to feel unnecessarily conscious about it, just because of the actions of people like Rose.”

Sentencing at Westminster Magistrates’ Court, Justice Brooks and Dr Baker, said: “Rose obtains immediate sexual gratification with the use of sophisticated equipment”.

“The offence is so serious it does possess a custodial sentence.”
