A CCTV camera licking man, has got an ASBO.
He is Keith Farran, of Borough Road, Middllesbrough; and Stockton Council’s Anti-Social Behaviour Team in May secured a two year full Anti-Social Behaviour Order at Teesside Magistrates Court. Stockton Council reports that previously Farran was given an Interim Order in March for fraud and forgery, linked to aggressive begging in Stockton town centre over a period of six months.
Th court heard that Farran took money from motorists, saying he would wash their car and when refused he became aggravated and dancing around – even licking CCTV cameras, owned by the Wellington Square Development – to obscure the view.

Chris Dunwell, Volume Crime Co-ordinator for Stockton Borough Council said: "We applied for this order following complaints of Farran harrassing and causing a nuisance to members of the public, Council staff and security officers. The Anti Social Behaviour Team has worked closely with Cleveland Police and Middlesbrough Council to secure this order." And Paul Kirton, a councillor and Stockton Council’s Cabinet Member for Community Safety and Protection, said: "We are delighted that the Courts have issued a full Anti-Social Behaviour Order. We cannot allow people to act in irresponsible ways, such as intimidating members of the public as they go about their daily life, and community protection is a the heart of Stockton Council’s Anti-Social Behaviour Team."
About the ASBO
The full order will mean that Farran must not:
Behave in a manner that intimidates or seeks to intimidate one or more persons not of the same household as himself.
Behave in a manner, which causes or is likely to cause harassment alarm or distress to one or more persons not of the same household as himself.
Incite or encourage any other person to act in a manner which causes or is likely to cause harrassment alarm or distress to one or more persons not of the same household as himself.
Being verbally abusive towards any person not of the same household as himself.
Touch, or interfere with CCTV cameras or any car park signs.
Loiter in any car park within the Cleveland Police area whether public or private.
Approach any person within the Cleveland Police area for payment for washing of motor vehicles, whether or not the act is carried out.
Enter the area bounded by but not including Bishopton Lane, High Street, Dovecot Street, Nelson Terrace, and Leeds Street.
Enter the area bounded by but not including A66, and bounded by and including Craggs Street, North Ormesby Road, Marton Road from its junction with Cargo Fleet Road, Corporation Road, Albert Road( but not including Albert Road) and Wilson Street. Farran did not contest any part of the order or any of the evidence in support of the order.
