Effective command and control is essential for successful emergency response, the Whitehall-based body reports. Understanding the essential elements of multi-agency command and control is a crucial component of response and resilience doctrine. Implementation in a single agency can be straightforward but it is often difficult to achieve when multiple agencies are involved, RUSI adds.
Ineffective delegation and decision-making is often found in crisis situations and it has been widely recognised that multi-agency emergency response in the UK can be improved if both public and private sector responding organisations adopt approaches that empower personnel and remove the rigid historical silos that surround them, it is claimed.
The aim of this Homeland Security and Resilience workshop, organisers add, is to examine the national emergency command and control doctrine; the challenges facing command in multi-agency response; the challenges facing leaders in crises; the benefits of approaches such as mission command and the benefits of technology for information management.
