London summit

After an event last autumn, the business body London First is running a Global Resilience Summit, on Thursday, October 15, at Kings Place, London N1. It’ll look at security and resilience of major world cities such as London. UK and international speakers (and audience) will look at terrorism, and security and other resilience issues.

After welcoming addresses by Baroness Jo Valentine, Chief Executive of London First, and Sir David Veness CBE QPM, chairman of the Advisory Board, Security and Resilience Network at London First.

Opening speeches are by Jamie Shea, Deputy Assistant Secretary General for Emerging Security Challenges, NATO; and Rob Wainwright, Director of the European policing body Europol.

Two discussion panels in the morning cover resilience. The first is chaired by Paul Taylor, Head of Information Protection and Business Resilience at the audit firm KPMG. Panel members are Dr Pippa Malmgren, Founder, DRPM Group; Nick Turner, Managing Partner, Stratforma Consulting; Dr Robert MacFarlane, Assistant Director, Resilience Training and Doctrine, Civil Contingencies Secretariat, UK Cabinet Office; and Fola Ogunyoye, Technical Director and Leading Professional for Flood Resilience, Royal HaskoningDHV.

And a panel asking who is best placed to deliver resilience, chaired by John Rossant, of the New Cities Foundation, will hear from Prof David Gann CBE, Vice President, Development and Innovation, Imperial College London; Dr Peter Rehwinkel, Director and Founder, International Disaster and Crisis Management; and others.

After lunch Richard Barrett CMG OBE, Senior Vice President, The Soufan Group, the security intelligence consultancy, will speak on urban terrorism: and the ‘Tentacles of the Terrorist State’. And consultant Hamish de Bretton-Gordon OBE will speak on the CBRN ‘Hardening of Cities’ against chemical, biological,nuclear and radiological threats.

Another discussion panel will then ask: how can business help deal with crises in cities? That panel chaired by Dr Jon Arthur, Risk, Reason and Resilience Consultant, J Arthur Consult will include Simon Gilderson MBE, Senior Director, Alvarez & Marsal; Tom McCarthy, Senior VP and Chief Security Officer, NBC Universal; and Dr Brooke Rogers, Reader in Risk and Terror, Department of War Studies, King’s College London.

The day will round off on the theme of policing. First: John Miller, Deputy Commissioner, Intelligence and Counter-terrorism, New York City Police Department, will talk on the role of law enforcement in resilience. A panel will ask whether city policing too difficult to be left to police chiefs and politicians. Chaired by Chris Donnelly, Director, Institute for Statecraft, speakers will include Bob Kolasky, Director of Strategy and Policy, Office of Infrastructure Protection, US Department of Homeland Security; James Slessor, Global Managing Director, Public Safety, Accenture; and Mark Easton, Home Affairs Editor, BBC.

Sir David Veness will close with an address before a networking drinks reception.

A half-day master class, run by the Global Risk Network at New York University will run on Friday, October 16 at KPMG. The Global Risk Network is a consortium of corporations and their senior executives that have formed a trusted network to address emerging disruptive forces – representing threats and opportunities – that may affect their global activities.
