Our client a Utilities company who serve over a million customers, seek a Resilience & Security Planner to play a pivotal role in protecting critical infrastructure. In the exciting role the successful candidate will lead emergency planning, business continuity, and site security across multiple locations. This role shapes worst-case scenario plans, multi-agency exercises, and CCA 2004 / SEMD compliance. This 6-month fixed-term contract offers immediate impact, senior stakeholder exposure, and ownership of high-profile resilience activity.

The Role:

  • The Resilience & Security Planner is responsible for strengthening the organisation’s preparedness, response, and recovery capabilities across emergency planning, business continuity, and site security.
  • The role ensures compliance with the Security Emergency Measures Directive (SEMD) and the Civil Contingencies Act (CCA) 2004, while supporting operational resilience across multiple sites.
  • It involves developing emergency and worst-case scenario plans, coordinating multi-agency exercises, maintaining security systems and access controls, and acting as a technical advisor for emergency and security matters across the business.

Skills:

  • Strong knowledge of emergency planning, incident management and business continuity
  • Understanding of SEMD and CCA 2004 requirements
  • Ability to develop and implement emergency plans, strategies and security policies
  • Experience co-ordinating emergency exercises and multi-agency partnerships
  • Ability to monitor and manage access control systems and security contractors
  • Strong organisational, analytical and communication skills
  • Ability to provide technical advice across departments
  • Competent IT skills and ability to manage data systems

Experience:

  • Developing and maintaining emergency response and business continuity plans
  • Leading or supporting emergency incidents, exercises, or simulations
  • Working in a resilience, emergency planning, security, or risk management role
  • Managing security arrangements across multiple operational sites
  • Coordinating with external agencies (emergency services, local authorities, regulators)
  • Ensuring compliance with statutory or regulatory resilience/security requirements
  • Supporting operational teams during planning, testing, and real incidents
  • Translating strategic resilience requirements into practical, actionable plans

Knowledge:

  • Civil Contingencies Act (CCA) 2004 requirements
  • Security and Emergency Measures Direction (SEMD) compliance
  • Business Continuity Management standards and best practice (e.g. ISO 22301 – desirable)
  • Emergency planning frameworks and command structures (e.g. Gold/Silver/Bronze)
  • Critical infrastructure protection principles
  • Physical security standards, access control, and site security measures
  • Organisational resilience concepts and service continuity
  • Multi-site operational environments and associated risks
  • Working with emergency services and public sector partners
