In September 2011, US Secretary of State Hillary Clinton hosted the launch of the Global Counterterrorism Forum (GCTF), an informal, action-oriented space made up of 30 founding members. This provided a forum where G7 and Muslim-majority countries could speak frankly about counterterrorism challenges and build the trust necessary for the development of innovative solutions.
