Police patrol cars with cameras

A case study of the recent Madrid Municipal Police (Policía Municipal de Madrid, PMM) project to install cameras in its patrol cars. The local system integrator Plettac Electronics used cameras from the VIVOTEK distributor LSB. A total of 126 VIVOTEK cameras were used for the project, including the PZ8121W and IP8332.

The PZ8121W models have been installed on top of the dashboard in patrol cars for monitoring the vehicle’s interior and the immediate surrounds. The camera has built-in 3GPP mobile connectivity and WiFi support, so that images are sent over the internet to police headquarters for monitoring and recording. With the PZ8121W’s motorized pan, tilt, and 10x zoom operators can focus on specific objects, persons, or events of interest.

Each patrol car has three VIVOTEK cameras; two IP8332 models have been installed on the roof of the cars, and tasked with monitoring the vicinity. Each camera is connected to an Internet-capable PC in each patrol car. Based under the proposal of the Technical Services of the General Security Management of the Madrid Council, Plettac Electronics has developed an automated license plate recognition (LPR) system, which integrates the high-resolution IP8332 cameras, the PC, and databases to provide real-time identification and matching of plate numbers, to alert officers to stolen vehicles or other vehicles of interest.

As for the camera, the IP8332 is a 1-megapixel bullet-style network camera that is the Taiwanese makers say suited for applications such as the PMM’s. It captures video under varied lighting conditions during the day, and at night with a removable infra-red-cut filter and IR illuminators effective at distances up to 15m, the makers say. The camera is enclosed in an IP66-rated housing so as to withstand harsh weather.
